Sgt. Randy Reynolds joined the meeting shortly after the meeting was called to order. He introduced himself as our community officer. He reported that Andy Vantz was our beat coordinator. Andy has been here one month and also serves as the 3rd watch supervisor usually working from 5 p.m. to 3 a.m. 1st watch – Officer Taylor; relief officer is Officer Daniel Boone
2nd watch – Officer Williams; no relief officer in place right now due to internal movement
3rd watch – unfilled, again due to internal movement; Officer Tejeda and relief officer Breeding in place right now.
Sgt. Reynolds reported to the Board that our officers usually handle crime, traffic violations, and speeding. Previously, Officer Vantz was contacted regarding some speeding on Haskell through to Lark. A radar trap had been set up for a time. He encouraged all homeowners to call if they see something irregular.
PWHOA is part of the 18th Beat. Within a specific timeframe, the 18th Beat has some Part 1 offenses, 1 rape (August 1 near Maple & Tyler), 6 burglaries, 6 non-residential burglaries, 33 larcenies (most related to businesses on Kellogg), and 3 auto thefts. We can learn what specifically is happening within our Homeowner’s Association area by contacting Officer Vantz.
Sgt. Reynolds let us all know that as Christmas approaches, residential thefts increase. He encouraged us to let homeowners know to keep their garage doors closed, close drapes if their living rooms have lots of gifts under Christmas trees, ascertain doors are locked, and don’t leave items in cars.
Sgt. Reynolds reported beat crimes are down but non-residential burglaries are up. This had mostly to do with a group of kids at a hotel that created some activity in the area. He did say that at times there is activity in the part and they will issue tickets if individuals are in the park after it closes. Bow hunting in the park is not legal.
Board members had some questions regarding enforcing covenants and enforcing various situations. In most cases, what the Board described were civil problems that would require the Board to take care of. Sgt. Reynolds encouraged the group to consult an attorney regarding RV parking, rentals in the area, and other challenges associated with individuals not conforming to current covenants.
Sgt. Reynolds did share information about “ride-a-longs.” An individual has to be 10-years-old, come to the station shortly before the shift starts, complete some forms, and then can ride a long for part of a shift or an entire shift.
The Board asked if it was okay to put reflective paint on the curb near our entry signs to help people from not running into them. Sgt. Reynolds would check to see if there is any ordinance against the paint and will get back to us.
With no more questions from the Board, Sgt. Reynolds left to get back to work.
The Board established the date of the January Homeowners Association meeting to be 1/10/06 at 6:30 p.m. at the Church. Susan Flannigan is the secretary at Park Place and Dana will contact her regarding the meeting time.
The Board decided that rather than make a yearly donation to the Church for the use of their facility, we’d make a donation each time we use it in case we have problems getting in again.
The Board discussed Homeowners Association dues that were due by January 1. Working backwards, notices need to go out in December. We discussed having a drawing to see if we can get people to respond quickly. Also, we wondered if we talked to the people who didn’t pay their dues, was there any way we could get them to do so? Dana gave Debby a CD with past year’s information on it. She will check it out to see what’s on it that can be used for this year’s mailing.
Debby wondered if we couldn’t offer homeowners alternate methods of payment. Debit cards? Credit cards? PayPal? Online payment option? If she gets time, she’ll check out some of these things.
The January meeting was discussed. The date for the meeting was set for January 10, 2006 at the Park Place Church. Agenda would be:
• Introduce new board members and officers
• Present the 2006 budget
• Present the plan of activities for 2006
• Invite our community policeman to talk to the members
• Ask attendees to complete a survey for an association directory.
• Encourage homeowners to pay their dues on time
The Board discussed how to get more people to come. We wanted to encourage kids. Should we have activities? Child care?
The Board discussed paying for “glow in the dark” house numbers on the curbs. One of the Board Members was going to check into the costs associated with having these done.
The Board also discussed signs like Lexington has. They are about 2’ high and say, “Prairie Woods is a covenant community.” Debby and Bruce will check into these signs.
Mike Dillman with State Farm joined the meeting. He discussed Directors and Officers insurance and spoke about our liability insurance which covers common areas including the entry way.
Dana let Debby know she could verify homeowner’s names and addresses by going to www.usps.com site. Debby will check it out.
With no further information to come before the group, the meeting adjourned.
